Construction Intelligence & Optimisation
A quantified position before the dispute hardens
CiO is the construction intelligence platform behind the firm’s Industry & Infrastructure practice. It holds ten years of Ugandan construction input prices, a programme builder that computes the critical path, a clause library across eleven FIDIC forms with every notice period mapped, an evidence desk that turns correspondence into a dated chronology, and a claim builder that assembles the submission in the house form.
It was built by the firm’s research arm from a decade of Ugandan cost data, for the work our construction lawyers do every week: pricing a bid against escalation, testing a programme against Sub-Clause 8.3, checking a delay under the Society of Construction Law Delay and Disruption Protocol, and writing the claim. A contractor who comes to us with a slipping programme leaves with a quantified position and the letters already drafted.
Every figure the platform produces can be traced to a source series, a Protocol paragraph or a clause of the selected form. Access is by request: the platform is open to the firm’s clients, and to contractors, employers, engineers and consultants who apply below.
Five Tools
Project the cost
Before you bid
Escalation over the contract period, cost at completion, a contingency with its basis shown, and when to buy the materials that move the most.
You need the contract value, the award month and the duration. A material basket is suggested for you.Build the programme
Before the works start
Activities, durations and logic; the critical path, the float and the completion date computed as you type, tested against what Sub-Clause 8.3 and the Protocol expect.
You need the commencement date and the Time for Completion. A road, building or water template gets you started.Check a delay
When the programme slips
How many days of extension the event supports, what it is worth, when each notice falls due under your form of contract, and what the clause you are relying on says.
You need the form of contract, the event dates and the delay to completion.Review the correspondence
The paper trail
The letters, instructions and minutes, read into a chronology and an evidence register, with the dates, references and clauses pulled out and the notice deadlines marked.
You need PDF or Word files. They are read on your device and go nowhere else.Build the claim
Ready to submit
Eight sections in the house form, from executive summary to formal request, written from the facts, the delay analysis and the quantum you enter, and exported to Word.
You need the parties and contract particulars; the rest can come from the other tools.Clauses, the Protocol and the data
Reference desks
Plain-language explanations of the FIDIC provisions across eleven books, with the equivalent clause in each; the 22 core principles and six delay-analysis methods of the SCL Protocol, with a fit test for your records; and the price indices, macro series and audit trail behind every projection.
How the Tools Fit Together
The programme builder fixes the baseline against which the whole claim is measured. The evidence desk reads the letters into a dated chronology and numbers the annexes. The delay is impacted on the programme and tested against the Protocol and the claim procedure of the chosen form. The cost projection supplies the escalation and the time-related cost, and the claim builder assembles the submission and exports it to Word.
Who It Is For
For the parties who carry the risk on a project.
Contractors
Price the bid, hold the programme, and know what a delay is worth before the Engineer’s determination arrives.
Employers & Engineers
Test a claim against the programme, the record and the form of contract before responding to it.
Lenders & Insurers
See the escalation and completion exposure on a financed project in figures that can be traced to their source.
Counsel & Consultants
Prepare or assess a position to the standard an adjudicator expects, with the clause and the Protocol paragraph beside every finding.
Request Access
Access to CiO is by invitation. Register on the CiO portal at cio.hovequill.com; a member of the construction practice reviews every request and, once it is approved, you receive an invitation by email and sign in with a one-time code.
CiO is decision support for preparing or assessing a position. Its outputs are not a determination under the Contract and are not legal advice; where advice is needed, the construction practice provides it under an engagement letter.
